In addition to Hunterdon County’s centralized location, access to major markets and quality of life, another factor that makes our County so appealing to businesses is the large number of incentives and resources that we offer. Working in partnership with the New Jersey Business Action Center (BAC), the New Jersey Economic Development Authority and several other State and local agencies, we offer a plethora of services and incentives to businesses looking to start, grow or relocate in Hunterdon County.
Local Incentives
Qualified Opportunity Zones were created by the 2017 Tax Cuts and Jobs Act. These zones are designed to spur economic development and job creation in distressed communities throughout the country by providing tax benefits to investors who invest eligible capital into these communities. Taxpayers may defer tax on eligible capital gains by making an appropriate investment in a Qualified Opportunity Fund and meeting other requirements.
Flemington, Hunterdon’s county seat, has been named, in its entirety, an Opportunity Zone. The borough has a large number of sites where significant investment opportunity exists at locations where the town has embraced the potential for growth… and it is ready to work in partnerships with developers and others looking to invest locally.

Financing Incentives
The EDA offers a host of programs that provide businesses like yours with low-interest financing through bonds, loan participations, loan guarantees, and variable- or fixed-rate loans. Best of all, you may be able to take advantage of longer repayment schedules than you would with traditional lenders.
Taxable/Tax Exempt Bond Financing
As a Creditworthy manufacturing company, 501(c)(3) not-for-profit organization or exempt facility in New Jersey, you may be eligible for long-term financing under the Bond Financing Program.
Workforce Training Grants
To ensure that your workforce is equipped to succeed, we offer On-the-Job Training (OJT) incentives that are designed to compensate your business for the time spent training new employees.
New Jersey Talent Networks
If you are looking to start, grow or relocate your business in the field of Advanced Manufacturing; Financial Services; Health Care; Life Sciences; Retail, Hospitality & Tourism; Technology; Transportation or Logistics & Distribution, you have access to an entire network of education and business organizations who will partner with you to ensure that your workers are equipped with the skills necessary to help your business succeed.
Grow NJ Job Creation/Retention Program
As a business creating or retaining jobs in New Jersey, you may be eligible for tax credits ranging from $500 to $5,000 per year, with bonus credits ranging from $250 to $3,000 per job annually (award amounts may vary).
Employer Partnership Program
By hiring New Jersey residents who are unemployed or in danger of becoming unemployed, you may be eligible to receive a grant of up to $10,000 to help defray the costs of training these new employees, while helping the State’s unemployment rate and the economy.
Targeted Recruitment Services
Several training and career services, interview rooms, and other on-site resources are offered by Hunterdon County Social Service at their Flemington office.
Workforce Mobility Programs
The County’s HART Program promotes sustainable transportation and educated businesses and employees with available transportation options, including ridesharing, park and rides and public transportation.
Edison Innovation Fund
The Edison Innovation Fund seeks to develop, sustain, and grow technology and life sciences businesses that will lead to well paying job opportunities for New Jersey residents. If your company meets the requirements, you may be eligible for funding for key hires, product development or enhancement and marketing.
Angel Tax Credit
If you invest in a qualifying NJ emerging technology business, you may benefit from a tax credit of up to $500,000 for each investment through the Angel Investor Tax Credit Program.
Technology Business Tax Certificate Transfer Program
If you are a qualified, unprofitable NJ-based technology or biotechnology company with fewer than 225 US employees (including parent company and all subsidiaries), you may be eligible to sell a percentage of your net operating losses (NOL) and research and development (R&D) tax credits to unrelated profitable corporations.
New Jersey State Trade Expansion Program (NJ STEP)
Whether you’re a New Jersey company looking to do business globally or an international company interested in establishing a business in the State, this program provides access to free export consulting services and other resources to help your business grow.
Foreign Trade Zones
As a company operating in a Foreign Trade Zone (FTZ), you’ll pay no duties on merchandise imported for manufacturing or assembling, when the final product is exported outside of the United States. Duties are only paid when these products leave the zone for the domestic market. In addition, there are no duties paid on merchandise shipped from one FTZ to another.
New Jersey SmartStart Buildings
Whether you’re building a new site from the ground up, renovating an existing space or upgrading your equipment, you may be eligible to receive financial incentives for adhering to energy efficient guidelines—all while enjoying substantial energy savings today and for years to come.
New Jersey's Clean Energy Program
As a New Jersey business owner, you’re eligible for financial incentive, programs and services that will help you save energy, money and the environment.
Solar Renewable Energy Certificates (SREC) Program
In order for your business to become eligible to generate Solar Renewable Energy Certificates (SRECs), you must first enroll in the SREC Registration Program (SRP).
Large Energy Users Program
If you your business is located in a large commercial or industrial building in New Jersey, you may be eligible for up to $4 million in incentives for eligible combined heat and power projects.
Research & Development Tax Credit
As a New Jersey business, you may be eligible for tax credits for qualified research expenses.
Sales & Use Exemption for Manufacturing Equipment
If the manufacturing equipment you purchase, rent or lease for your business meets certain manufacturing requirements, you may be eligible to obtain that equipment without paying New Jersey sales and use tax.
Manufacturing Equipment And Employment Investment Tax Credit
By investing in eligible manufacturing equipment and employees in New Jersey, you may be eligible for tax credits.
